Abstract

In 1995, the National Health and Medical Research Council (NH&MRC) completed a comprehensive review and analysis of past and current Australian health promotion initiatives. They concluded that there had been progress towards an effective health promotion workforce and infrastructure. But, there was still a strong focus on the prevention of disease and reduction in individual behavioural risk factors, rather than the physical, socio-economic and environmental determinants of health and their implications for equity and social justice. The review acknowledged that programs did endeavour to take account of marginalised groups such as Indigenous people, but the effort fell short of expectations that national effort should be focused on improving health and reducing inequalities in access and outcomes (NH&MRC, 1997).
