Abstract
The aim of this paper is to present a new strategy model particularly suited to the planning requirements of Voluntary Membership Professional Associations (VMPAs) operating in Australia's 'third sector'. The Chartered Institute of Transport in Australia (CILTIA) and Singapore (CILTS) were the case organisations in this study. The Strategy Drivers model casts new light on strategy formulation in VMPAs, and presents a significant departure from traditional and contemporary strategy approaches. The model recognises the significant barriers and specific circumstances of YMPAs as opposed to existing strategy models which are largely adapted from the for-profit sector with a focus on establishing and maintaining a competitive advantage. The model has the potential for use by other professional associations, third sector and government organisations and departments.
